CIO-SP3 Small Business (SB) is one of the vehicles in the $20 billion CIO-SP3 program. This was created to provide custom information technology (IT) integration and outsourcing support for five different socio-economic set-asides. This vehicle has been relatively successful since its original awarding in 2012, with a number of small NITAAC CIO-SP3 SBbusinesses outgrowing their SB status while providing CIO-SP3 services. Agencies leverage this contract vehicle to purchase IT services in areas such as systems integration and software development, imaging, healthcare technology, and outsourcing support.

As of 3/16/20, the National Institutes of Health (NIH) has finalized the newest list of businesses that have been nominated for the CIO-SP3 SB on-ramp. NIH’s IT Acquisition and Assessment Center (NITAAC) found 241 businesses to have provided eligible submissions per the pre-award notice.

Awardees are still subject to the requirements to qualify as a legitimate “small” business, so NIH will be validating firms comply to these constraints before the official award is provided. No due date has been noted yet for this confirmation, but it typically takes place within one to two weeks of the apparently successful offerors notice. When this round of awards is confirmed, this will be the final on-ramp for the small business segment of CIO-SP3. A list of awardees can be accessed here. The other segments for 8(a) and HUBZone socio-economic set aside status were completed back in 2018.

As CIOSP3 reaches it’s end of life, NIH has begun its course in obtaining approval from the Office of Management and Budget (OMB) for CIO-SP4 IT products and services contract vehicle. CIO-SP4 has an estimated value of $20 billion. We encourage you to read more about that here.
