The National Institutes of Health (NIH) has begun its course in obtaining approval from the Office of Management and Budget (OMB) for CIO-SP4 IT products and services contract vehicle. CIO-SP4, standing for Chief Information Officer – Solutions and Partners IV, has an estimated value of $20 billion. This seems like a realistic ceiling given NIH’s Information Technology Acquisition and Assessment Center (NITAAC) awarded $6 billion in FY2019. That spending includes the vehicles CIO-SP3; CIO-SP3 Small Business; and Chief Information Officer Commodity Solutions (CIO-CS).

NIH estimates the draft will be available in March 2020 and the final RFP will be released in October 2020. The current 10 year, CIO-SP3 is set to expire in July 2022. The reason for the overlap is the length of time required to evaluate re-compete contracts and on-board contractors. CIO-SP3 as it currently stands has ten IT categories within the 541512 NAICS and NITAAC is debating whether they want to add more for additional granularity.

NITAAC is planning on having more exchanges with contractors as CIO-SP4 is created. Once OMB gives the green light, NITAAC will start kicking off the industry days with lots of planned business engagement.

The OMB is seeking to have CIO-SP4 recognized as a Best in Class (BIC) contract like CIO-SP3. Requirements include pre-vetted acquisition, support for solutions that are mature and market-proven; spend optimization, and an increase in the transactional data available for agency and government-wide analysis.

CIO-SP4 will depend on self-scoring evaluation benchmarks for contractors and may necessitate certifications including FedRamp or others.
