The Department of the Interior (DOI) has granted positions to 13 companies as part of a potential five-year contract worth $1.5 billion. This contract, known as the Construction Multiple Award Contract (C-MAC), pertains to the provision of design and construction support services. C-MAC is comprised of a pool of contracts utilizing the Indefinite Delivery Indefinite Quantity (IDIQ) framework, structured as a MAC.

The scope of work within the C-MAC will encompass a broad spectrum of projects involving Design-Build (DB) and Design-Bid-Build (DBB) approaches. This scope was outlined in a solicitation notice issued in June 2022. The categories of facilities to be developed encompass, yet are not restricted to, educational institutions, detention facilities, medical facilities, administrative structures, industrial facilities, operational installations, maintenance centers, warehouses, communication hubs, facilities for personnel support, recreational venues, lodging accommodations, dormitories, training facilities, shooting ranges, and road construction projects. It also includes offsite or modular construction, as well as work related to systems and infrastructure. The contract could involve a range of disciplines such as communications, fire safety, electrical, mechanical, structural, and civil.

Those awarded task orders within this contract will be responsible for overseeing all aspects of the projects, including labor, engineering, design, materials, supervision, equipment, tools, parts, transportation, and supplies. These responsibilities are essential for carrying out the services outlined in the drawings and specifications for each individual project. Work may be located across the Continental United States and Indian Country.

DOI may utilize an on-ramp in the future to maintain sufficient competition among the C-MAC awardees by adding pool members after this original selection. This would be done via an open season solicitation and will be largely based on the same evaluation considerations as the original solicitation.
