DHS Systems Engineering SETA Contract Vehicle set to Enter 4th Iteration

The Systems Engineering and Technical Assistance (SETA) contract vehicle is set to enter its fourth iteration, with the Department of Homeland Security Science and Technology Directorate (DHS S&T) planning a competitive recompete indefinite-delivery/indefinite-quantity (IDIQ) contract. DHS foresees SETA IV reaching a ceiling value exceeding $100 million. The solicitation for this IDIQ is expected to be released by May 2024.

The IDIQ contract will encompass professional scientific, technical, programmatic support, and relevant administrative assistance services to support work in research, development, test, and evaluation (RDT&E) to S&T.

In September, DHS initiated market research to gauge industry capabilities in supporting the S&T Directorate’s requirements through the SETA IV vehicle. The work under this contract is slated to be conducted in Washington, D.C., with an anticipated completion date of November 1, 2029.

Looking ahead, the DHS aims to award the SETA IV contract in the first quarter of fiscal year 2025. This competition underscores the department’s commitment to advancing its Science and Technology Directorate’s objectives through strategic partnerships and specialized support services.

The existing SETA III contract has been awarded to five large businesses. The IDIQ, which commenced its ordering period on June 3, 2019, and concludes on June 2, 2024, allows for task orders to extend up to two years beyond the ordering period.

Presently, the IDIQ has a ceiling of $575 million, and it has seen the issuance of thirty-two (32) task orders to date. These task orders range in value from $4 million to $82 million. Notably, approximately half of the orders surpass $10 million, while the other half are valued under $10 million.
