DOE Selects 19 for $5B Energy Savings Performance Contract (ESPC) IDIQ

The Department of Energy (DOE) Federal Energy Management Program (FEMP) has named the awardees of the fourth iteration of its Energy Savings Performance Contract (ESPC). Of the 25 bidders, 19 have won places on ESPC, more than the 15 estimated positions in the solicitation. Awardees are all on DOE’s Qualified List of Energy Services Companies (ESCOs). The contract type is a Multiple Award Contract (MAC) indefinite delivery/indefinite quantity (IDIQ) with Firm Fixed Price task orders. Initially the maximum ceiling value of the contract was $4 billion, however has been expanded to $5 billion via amendment. The duration is a five-year base ordering period with a five-year option period.
ESPCs allow agencies to partner with ESCOs to develop and install energy, water conservation, and renewable energy projects at Federally owned facilities. This is financed by the ESCOs and increases energy efficiency and while reducing maintenance costs for federally owned buildings. The purpose is to achieve energy and water cost savings and improve infrastructure through technologies like distributed generation, energy storage, and renewable energy.
Projects created through the contract are expected to consist of infrastructure modernization, system resilience, and mission assurance improvement efforts. According to the DOE, contractors will be responsible for installing energy and water conservation systems, conducting operations and maintenance tasks, and documenting the annual cost savings achieved from the project.
