A new supply chain management (SCM) services opportunity with principal NAICS 493190 was posted yesterday by the Department of State (DOS). It is currently in the Sources Sought/RFI stage. The place of performance is located at the Department of State Annex 34 (SA-34) located at 7374 Boston Boulevard, Springfield VA 22153, nearby warehouse facilities, and potentially limited overseas support trips.

The Bureau of Information Resource Management (IRM) is looking for contractors to provide an integrated life cycle approach to the Information Technology Infrastructure Supply Chain Management (ITI SCM) throughout the DOS. Contractors will need to illustrate that they can handle large volumes of IT and logistical duties, warehouse management, systems and technology, and purchasing support. They will need to handle the storing and purchasing of up to $40 million in equipment annually, prepare and ship around 30,000 items globally, and remotely troubleshoot and maintain IT equipment. The various objectives required of the contractor include warehousing, systems and technology integration and deployment, manage repair, return and destruction authorization, procurement support, data services, continuous process and technical improvements, program management, surge support and other program activities.

The incumbent of the previous contract is General Dynamics with roughly $1.8 Billion spent in various task orders. The base period of performance will be one year from contract award with four one-year options.

The procurement will be set aside for small business if the KO determines that offers will be obtained from at least two responsible small businesses. Small business Joint Ventures (JVs) responses are welcome. Assuming the procurement is set aside for small business, small businesses with socio-economic designations will be considered first.
