The Department of Homeland Security (DHS) has issued the draft solicitation for FirstSource III, a large-scale Indefinite Delivery, Indefinite Quantity (IDIQ) contract for commercial IT commodity products and services. The ceiling on FirstSource III is notably higher than the previous iteration at $10 billion and will be a boon for small business federal contractors specializing in IT.

The previous DHS-wide FirstSource II contract was awarded back in 2012, had a $3 Billion ceiling, and concluded in September of 2020. Sourcing metrics are located here. DHS FirstSource III Draft Solicitation

Acquisitions for the new iteration will cover three key areas: IT commodities and related operations and maintenance (O&M) services, IT services for delivery, configuration, installation, and training for the IT commodities, and managed services for IT commodities.

DHS will be awarding FirstSource III to small businesses with five separate set-aside tracks. This includes four small business socio-economic contracting programs including 8(a), Historically Underutilized Business Zone (HUBZone), Service-Disabled Veteran-Owned Small Business (SDVOSB) and (4) Women-Owned Small Business (WOSB). The final track will be set-aside for all qualified small businesses (including all small businesses and socio-economic designated small business).

DHS continues to look for industry feedback on the IDIQ. Comments are due on Nov. 20th. There will also be a virtual engagement event sometime between Nov. 30 and Dec. 4 for additional feedback.
