The State Department has initiated a search for proposals to establish a multiple-award indefinite-delivery/indefinite-quantity (IDIQ) contract vehicle known as GLOBALCAP. This $5 billion multiple award contract (MAC) aims to provide comprehensive support to U.S. foreign policy initiatives worldwide, with a primary focus on enhancing peace, security, and regional stability. AFRICAP III and GPOI IDIQ are both consolidated in the GLOBALCAP IDIQ. It is listed under NAICS 561210 – Facilities Support Services.

The GLOBALCAP contract will span over a 10-year ordering period and will encompass a comprehensive range of services. This includes training and monitoring, equipment provision, architectural and engineering design, logistics support, and construction services for sub-Saharan Africa and regional organizations. This effort is aligned with the objectives of the Bureau of African Affairs’ Office of Regional Peace and Security and the Bureau of Political-Military Affairs’ Office of Global Programs and Initiatives.

Contractors will be tasked with creating and implementing training evaluations to assess the effectiveness of courses. Additionally, they will provide logistical support services, such as procuring equipment and materials, arranging transportation, managing warehouses and inventories, and overseeing the supply chain for both new and ongoing training and deployment activities. This support extends to operations, maintenance, sustainment, and medical assistance services. Construction activities are part of the requirements and include the construction of both temporary and permanent facilities, site assessments, civil works, and property management services.

To facilitate a diverse pool of contractors, the government intends to select up to seven companies from both the small business and full and open competition categories. Interested companies have until October 10th to submit their proposals in response to the solicitation. Those interested should have extensive experience in working overseas and successfully implementing projects funded through foreign assistance.
