In September, GSA announced that they will re-open three of the four Special Item Numbers (SINs) for Schedule 75 -Office Products/Supplies & Services- in 2018. Beyond opening these SINs, which include services that range from “filling the workspaces, to providing the essentials for the copy room and the restrooms,” GSA will also add two brand new SINs as a part of combining another GSA program. EZGovOpps has the details below.

To meet GSA goals which include “refreshing and expanding a competitive pool of qualified vendors” and “increasing opportunity for Small Business participation,” GSA is planning on opening the following SINs in the first quarter of FY18:

  • SIN 75-200 for Office Products with updated Requirements
  • SIN 75-85 for Restroom Products with a new Letter of Supply
  • SIN 75-210 for Office Services with no changes

From FY2011, when Schedule 75 hit peak spending with $725,515,929 that year, to the 3rd Quarter of FY2017, the Schedule accrued $3,744,995,282 in contracting dollars. In even better news, 67.94% of those contracting dollars went to small business contractors. That’s over $2 billion for small business schedule holders since 2011. However, Schedule 75 use has been in decline since FY11, and the number of expired and terminated contracts since that time outnumber the active contracts. Beyond reinvigorating the current SINs, GSA is planning on adding two new Special item Numbers based on another GSA program.

The Federal Strategic Sourcing Initiative for Office Supplies (FSSI OS), run by GSA, is comprised of a number of indefinite-delivery/indefinite-quantity (IDIQ) contracts which allow for Agency-wide procurement of office supplies. With many of contracts for the current iteration (FSSI OS3) expiring in October 2017, GSA is now looking to continue the program with FSSI OS4, but as a part of Schedule 75 in FY18. FSSI OS4 will get two brand new SINs under Schedule 75:

  • SIN 75-220 – Enhanced SIN for Office Products & Services/OS4
  • SIN 75-280 – Enhanced SIN For Overseas Office Products & Services /OS4

Schedule 75 was already a huge opportunity for small business suppliers of office supplies and related items, and opening it up to more contractors should allow for new growth. Combining that with FSSI OS, another vehicle that was beneficial to small business contractors, is an added expansion that will likely benefit both vendors interested in joining the GSA Schedule, and the Federal agencies that will use it.
