The “Sources Sought” notice for this opportunity was first released in July. By August, the final request for proposals (RFP) was released with a completely different solicitation number, a new title which does not include the original location of NAS Lemoore, and no FBO-hosted notice associating the two separate announcements. A company limited to tracking the original announcement might miss the final solicitation of what could be a “make or break” win for their business development pipeline.
