With Fiscal Year 2018 under way, and after our look at the FY18 contracting forecast from FEMA, it’s now time to highlight some of the important contracts coming from USAID in the coming year. This includes a $2.5 billion re-compete and other major domestic and international-based programs.

Already in the final solicitation stage, the “Support Which Implements Fast Transition – 5” (SWIFT 5) is a $2.5 billion Indefinite Delivery/Indefinite Quantity (IDIQ) opportunity for support of USAID’s Office of Transition Initiatives (OTI). With a NAICS code of 541611, Administrative Management and General Management Consulting Services, the services to OTI are broken down into two areas: SWIFT-Programs and SWIFT-Support. OTI programs “provide adaptive and agile assistance to countries experiencing a political transition, conflict, democratic backsliding, violent extremism, insecurity or instability,” according to the RFP.

Under SWIFT-Programs, which is set for full-and-open competition, contractors would complete two main tasks:

  • establish, staff, manage, operate, and support a flexible, quickresponse mechanism capable of administering and implementing targeted activities under OTI Country or Regional Programs
  • provide support to program-funded USAID personnel

SWIFT-Support, a 100% small business set-aside, will be used to:

  • recruit and deploy long term technical assistance to support OTI program operations
  • provide support to program-funded USAID personnel

With an estimated total of 7 awards, including up to 2 “Small Business Reserve” contracts under SWIFT-Programs and 3 for the (100% Small Business) SWIFT-Support area, the 5-year IDIQ is currently anticipated to be awarded in October of 2018.

After SWIFT 5, the biggest total small-business set-aside in the USAID forecast comes from the Office of Professional Development & Management Services (GH/PDMS). Another follow-on contract, the Global Health Technical Professionals (GHTP) has a predicted value of $100 million to $299 million. GHTP will act as an institutional support contract and a follow-on to the Global Health Fellows Program which was awarded as a cooperative agreement (see our contract action type article for a definition of cooperative agreements) to Public Health Institute for $209.5 million in 2011.

According to an earlier Sources Sought notice, GHTP will be used to “to develop a cadre of USAID Global Health Development Professionals with specialized expertise in maternal and child health, reproductive health and family planning, HIV/AIDS, communicable and non-communicable diseases, vector-borne diseases” through recruitment of and outreach to technical professionals, particularly those who have not yet worked for USAID. The solicitation for this opportunity has not yet been released.

While the major contracts mentioned above involve international work, they being handled by US-based offices at USAID. The largest opportunity forecast to come from an overseas USAID Mission will be used “To improve upon and expand comprehensive clinical and non-clinical differentiated HIV care and treatment services to accelerate and sustain HIV epidemic control,” out of the USAID Mission in South Africa. With a value between $500 milion and $750 million, this contract is expected to be awarded in 2018 as another cooperative agreement.
