MATOC for A/E Services for FSRM & MILCON projects at Andersen AFB

In the aftermath of Typhoon Mawar causing damage to facilities and infrastructure, the Air Force Installation Contracting Center (AFICC)/772nd Enterprise Sourcing Squadron (ESS) and the Air Force Civil Engineer Center (AFCEC) are actively seeking firms with a proven track record in offering Architect-Engineering (A/E) Title I and Title II services. Companies should possess expertise in designing for extremely tropical island climates, emphasizing a thorough understanding of environmental factors. Specifically, experience in projects in Guam, particularly at Andersen Air Force Base and Naval Base Guam, is highly desirable.

The services sought pertain to major renovations, encompassing Facilities Sustainment, Restoration, and Modernization (FSRM), as well as MILCON planning efforts for facilities primarily situated at Andersen Air Force Base, Guam, and/or Naval Base Guam. The scope of work may extend to projects at Joint Region Marianas.

The intention is to grant a Multiple Award Task Order Contract (MATOC) for these services, with an estimated value of $930 million. This amount will be shared among all MATOC awardees. The primary focus of the work will involve designing vertical facilities/construction, encompassing the creation of conceptual construction schedules and cost-estimating services.

Contracted firms will play a role in facilitating the transition to zero-emissions facilities by enhancing energy and water efficiency, implementing electrification in standard building operations, conducting whole-building commissioning, and undertaking deep energy retrofits, among other initiatives. Interested parties are encouraged to submit their responses by January 16th.

Currently, the Air Force is not soliciting input from Large Business firms. A synopsis, along with a request for SF330 qualifications, will be posted at a later date, with an estimated timeframe for this action in the second quarter of Fiscal Year 2024.
