Ten Awarded for $178M Navy Information Warfare Systems IDIQ

The Department of Defense (DOD) announced on June 9th that the U.S. Navy has selected ten awardees of 24 applicants to receive an (up to) five-year contract with a ceiling of $178 million. This contract aims to assist the Naval Information Warfare Center Pacific in managing, engineering, and securing information technology systems. 
The contract follows a cost-plus-fixed-fee, indefinite-delivery/indefinite-quantity (IDIQ) structure, with an initial award of $76 million. This award covers a period of three base years and has the potential to increase in value if all options are exercised. All work is expected to be performed in Philadelphia, Pennsylvania. The work should be completed by June 2026, however if all options are exercised, work will continue through June 2028.
This contract encompasses the full range of activities throughout the lifecycle of the systems. It includes programmatic support, logistics support, supply support, maintenance planning, documentation and training development, cybersecurity, training implementation, customer support, information technology infrastructure, and business applications.
The objective of these efforts is to address issues related to supportability, maintainability, and sustainability from system development to the retirement or recapitalization of the systems at the end of their life. The scope of work also involves systems engineering, hardware engineering, software engineering, network engineering, configuration management, as well as test and evaluation.
Funding for the contract will come from various sources within the branch such as R&D, test, evaluation, operation, and maintenance. In addition, support services will be financed using proceeds from foreign military transactions and working capital allotments from the DOD.
