The less-than-convenient phase one response date for the National Oceanic and Atmospheric Administration’s (NOAA) ProTech 2.0 Satellite Domain is rapidly approaching on January 6, 2022. Protech 2.0 is a multiple-award indefinite quantity indefinite delivery (IDIQ) vehicle that succeeds NOAA’s original ProTech. The ceiling for the contract is $8 billion and it includes four Domains: Satellite, Fisheries, Oceans, and Weather. Each Domain will have its own IDIQ contract with multiple awards. As typical it is five years in duration and has a five-year option to extend.
The ProTech 2.0 Satellite Domain is a total small business set-aside solicitation, falls under NAICS 541715 and will support sites worldwide. These include: Fairbanks, Alaska; Silver Spring (NOAA Headquarters), College Park, Greenbelt, and Lanham, Maryland; Wallops and Ashburn, Virginia; Boulder, Colorado; Asheville,
North Carolina; Stennis, Mississippi; Townsville, Australia; and international partnership facilities.
The contracts for this Domain are projected to fulfill requirements for professional, technical, and scientific services. These would support the complete range of requirements for observing system activities including satellite missions which NOAA manages/participates. In addition, it would cover managing the space and Earth environmental data that results from those missions.
NOAA is speeding acquisition time for all domains by using procurement innovations including Advisory Down-Select, Oral Presentations, Confidence Ratings, On-the-Spot Consensus Evaluation, and Streamlined Documentation. Advisory Down Select includes the Relevant Technical Experience Self-Assessment Matrix worksheet that contractors complete themselves. Once it is accepted a business-model is run within the spreadsheet to determine if the applicant qualifies.
Oral Presentations are as they sound: applicants submit a written explanation of Relevant Technical Experience and slides for the Management Approach presentation. Confidence Ratings are given based on the assessment of how well the applicant comprehends the requirement, propositions a comprehensive approach, and how likely they will be successful in executing the requirement. On-the-Spot Consensus describes the method the evaluation team reviews the proposal and/or oral presentation and provides an assessment before starting the evaluation of the subsequent proposal.
