Last Solicitations for GSA OASIS+ Released for Both Small Business and Unrestricted

The last request for proposals for 6 contracts under the One Acquisition Solution for Integrated Services (OASIS+) vehicle program has been made available by the General Services Administration (GSA).
The six final solicitations include the following set-asides: Total Small Business (SB), SBA-Certified 8(a) SB, SBA-Certified HUBZone (HZ) SB, SBA-Certified Service-Disabled Veteran-Owned SB (SDVOSB), SBA-Certified Women-Owned SB (WOSB), and unrestricted.
GSA’s Office of Professional Services and Human Capital Categories (PSHC) made various modifications to the final RFPs based on further consideration of the second draft RFPs, which were issued in March 2023. Details on these changes can be reviewed on the issued cover letter.
As of 6/16/23, the OASIS+ Submission Portal (OSP) anticipated functionality and submission dates are:
June 19th: Q&A is available, and questions can be submitted. Company Assets including projects, business factors, team members can be updated.
June 26th: Proposals can start to be built and live scoring will be available.
July 6th: Q&A questions no longer may be submitted after 4:00 p.m. Eastern Time.
July 15th: The remainder of functionality is available. Price proposals can be built and offers can be submitted.
September 13th: The deadline for submitting proposals is at 4:00 p.m. Eastern Time.
OASIS+ is a multi-agency contract initiative by GSA aimed at acquiring the entire spectrum of non-IT and IT services from private sector vendors. It contains multiple-award, Indefinite Delivery, Indefinite Quantity (IDIQ) contracts. In March, GSA issued the second draft Request for Proposals (RFP) for this procurement vehicle.
The OASIS+ Unrestricted RFP encompasses eight functional domains including management and advisory, technical and engineering, research and development, intelligence services, enterprise solutions, environmental services, facilities, and logistics. Within the management and advisory domain, services such as acquisition and grants management support, business consulting, change management, information analytics, and vulnerability assessment are included.
OASIS+ is also referred to as Best-in-Class Multiple-Award Contract with the acronym BIC MAC.
