OASIS is a massive ten-year multi-agency contract (MAC) with a value of $60 Billion. It has several pools of IDIQ contracts and has subsets for companies that are small business (SB), 8(a) and unrestricted. It makes available both integrated professional services and products and allows commercial and noncommercial requirements for agencies including: Air Force, Army, Navy Air System Command, Department of Homeland Security, Office of the Secretary of Defense, Defense Information Systems Agency, the Defense Logistics Agency, and Centers for Medicare and Medicaid Services. Most of the spending comes tends to come from the Air Force and Army, and the most common NAICS are 541330 (Engineering Services) and 541712 (Scientific R&D)

Spending for the OASIS Unrestricted range from 2015-2017 averages $1.3 billion annually, the SB vehicle is faring nearly as well averaging $1.2 billion annually for the three-year span, so it’s a great source of income for small businesses that qualify. Currently OASIS Small Business (SB) Pool 1, 3 and 4, as well as OASIS SB 8(a) Sub-pools have been released. GSA would like to have representation for HUBZone, SDVOSB, WOSB, EDWOSB, and 8(a) within each pool. Currently, HUBZones are underrepresented, so if you work for or own a HUBZone company, you may want to take another look at OASIS.

The OASIS SB Pools 1, 3 and 4 were re-opened (solicitation GS00Q-13-DR-0002, previously GS00Q-13-DR-0002) in order to conduct the open season on-ramp. The open season on-ramps purpose was to add about 190 more contractors to SB Pool 1, 160 more contractors to SB Pool 3, and 60 more contractors to the SB Pool 4. For example, the scope of this Pool covers Engineering, Mapping, Testing, Management/Business Consulting, Human Resources, Marketing/Public Relations, Logistics Consulting, Environmental, and all Other Professional/Scientific/Technical services. Awardees consist of only small businesses.

For example, this scope covers R&D in the Sciences services. Awardees consist of only small businesses.
