PICS III $1B Public Info & Communication IDIQ Released by NIH

The National Institutes of Health (NIH) is establishing a master contract to enhance its communication, media, and information dissemination capabilities, as well as technology services. The upcoming recompete contract, known as PICS III (Public Information and Communication Services), features a five-year term with a $1 billion ceiling. Maintaining continuity with its predecessors, PICS III will remain an exclusive opportunity for small businesses to engage in. Interested parties are required to submit their bids by January 18th.
This contract extends to the Department of Health and Human Services (HHS), Operating Divisions (OPDIVS), and other Federal agencies lacking in-house expertise. The aim is to procure high-quality communication and technology goods and services, particularly in the fields of medicine, health, and science.
The solicitation will lead to multiple Indefinite Delivery Indefinite Quantity (IDIQ) contracts and associated task orders. The awardees will be responsible for comprehensive management, administration, staffing, planning, scheduling, procuring, assembling, tracking, and reporting for all items or services outlined in the contract or task order.
The requirements include recruiting and hiring qualified staff, maintaining necessary skills and subcontract arrangements, screening, and processing personnel to meet hiring and security requirements, managing facilities, and utilizing electronic means for efficient business transactions. The electronic processes encompass receiving Statements of Work (SOW), submitting proposals, email exchanges, invoicing, and electronic funds transfer.
Facilities will need to meet all security requirements and plan, schedule, and procure travel-related arrangements for approved personnel. Providing items and services integral to task order performance, with a requirement for competitive price analysis and documentation will be needed. Also included is tracking and reporting on Government-furnished property (GFP), ensuring proper care and safekeeping, including inventory tracking.
In 2018, the existing PICS II contract was awarded to 10 small businesses, featuring a current ceiling of $1.5 billion. Approximately 61% of this ceiling has been obligated to date with Fors Marsh Group being awarded substantially more than any other awardee at almost $950 million.
