NASA has released its request for proposals (RFP) for the third iteration of its single-award, indefinite-delivery/indefinite-quantity (IDIQ) contract for the Safety and Mission Assurance Engineering Contract III (SMAEC III). It has been released by the National Aeronautics and Space Administration (NASA) Johnson Space Center (JSC). The main objective is to provide expert recommendations for safety and mission assurance, covering areas such as requirements, designs, testing, risk assessment, and operations. These recommendations will be presented during various interactions like meetings, review boards, panels, and working groups. The focus is to support the Safety Mission Assurance (SMA) Directorate’s efforts within the human spaceflight programs at JSC.

Within SMAEC III are requirements for Spaceflight Program Support, Project and R&D Support, System Safety and Reliability Assurance, Quality Assurance, Software Assurance and Software Safety, Analyses and Assessments, Analytical Tools, Software Tools and Math Models, Mission Planning, Real-Time Mission Support, SMA Technical Authority Support, JSC Pressure Systems, WSTF Operational Support, Risk and Knowledge Management Support, SMA-Managed Server Administration, and Security.

NASA intends to carry out this procurement through full and open competition. The NAICS code assigned to this acquisition is 541330 for Engineering Services. The small business size standard for this NAICS is $47 million, with an exception for Military and Aerospace Equipment and Military Weapons.

This IDIQ will provide task orders for both Cost-Plus-Award-Fee (CPAF) and Firm-Fixed Price (FFP) types. The contract’s performance period spans a total of 7 years, which includes a 45-day Phase-In period, a 5-year base period, and the potential for two 1-year option periods.

The anticipated contract award date is March 13, 2024, and performance is expected to begin on June 1, 2024. The designated locations for contract performance include NASA Johnson Space Center (JSC) and White Sands Test Facility (WSTF), as well as other sites directed by the Government. Additionally, there may be instances of Temporary Duty Travel to other locations specified within the IDIQ task orders.

SMAEC III represents a continuation of the $292 million contract awarded to Science Applications International Corp (SAIC) in April 2019.
