Preliminary $2.5B Hemisphere RFP Released by U.S. Space Force

The U.S. Space Force has issued a preliminary request for proposals to gather information from potential industry sources capable of handling its upcoming Hemisphere Advisory RFP. The ceiling of Horizon is expected to be $2.5 billion. This contract would involve providing Advisory and Assistance Services (A&AS) aimed at the development, advancement, and maintenance of weapon systems for Space Systems Command (SSC). This will be in the areas of Space Domain Awareness and Combat Power (SDACP) (SSC/SZ) and Battle Management, Command, Control, and Communications (BMC3) (SSC/BC), as well as their mission partners. The USSF intends to run the Hemisphere program as a competitive, multi-award, indefinite-delivery/indefinite-quantity program (MAC IDIQ). It is aimed at supporting the Space Domain Awareness and Combat Power, Battle Management, Command, Control, and Communications functions of the SSC, as well as its mission partners.

The contractors involved in this mission must possess experience and a deep understanding of environments such as ground, near-space, space, and systems operating within those environments. SSC/SZ-BC will collaborate with the Contractor to fulfill requirements through deliverable products and level-of-effort support.

Under the Hemisphere IDIQ contract, the selected contractor will be responsible for delivering program management, engineering, logistics, contracting, administrative, and operational support to the government throughout the entire lifecycle of any project. The SSC expects the chosen vendor to possess previous experience working on classified space acquisition programs and hold a valid security clearance.

The general requirements for this contract include conducting program management reviews, providing training for government personnel, ensuring security protocols, facilitating telework, creating a contract phase-out transition plan, and submitting status reports. The advisory and assistance services covered by the Hemisphere program encompass various areas such as intelligence, facilities, acquisition and sustainment throughout the lifecycle, cybersecurity, product support and logistics, executive acquisition support, testing, and operations.
