Continuing our FY18 Forecast series, EZGovOpps is now focusing on some of the major opportunities due in 2018 for the Department of State (DOS). With construction, IT, and security contracts for work both domestically and abroad at over 285 State Department locations worldwide, the State Department FY18 forecast includes an array of lucrative small business opportunities.

Security

The largest small business set-aside contract currently forecast in FY18 is for “Overseas Installation Services.” With a projected value over $100 million, the re-compete contract will provide “technical security installation services for all overseas DOS facilities.” The places of performance span over 285 State Department posts worldwide, where the contractor will be responsible for “the design, engineering, and installation of new Technical Security Systems (TSS), upgrades, and lifecycle replacements,” services performed for the Bureau of Diplomatic Security within DOS. Xator is the incumbent contractor, winning the contract in 2013 with an original award of $158 million and a potential total over $280 million, and a primary NAICS code of 561621 – Security Systems Services (except Locksmiths). Like the original, this opportunity will have a total period of performance of 5 years.

On the homefront, DOS is planning a similar re-compete for domestic security installation services, worth between $50 million and $100 million. This will be a 5-year set-aside contract, with Chenega as the current incumbent.

Information Technology

In IT, DOS is planning a number of requirements with small business designations. In the $50 to $100 million range, DOS has an “IT Support Services” contract and and “Admin/IT Services” contract with NAICS codes of 541513 and 541519, respectively. Both of these contracts appear to be for services to Diplomatic Security, and both will be 8(a) re-competes. According to EZGovOpps data, the “IT Support Services” (NAICS 541513) incumbent, Zolon Tech, has graduated from the 8(a) program and will be unable to bid for the new opportunity for services to the Bureau of Diplomatic Security, Chief Technology Officer (DS/CTO).

In another sign of the growing use of GWACs, the Global Information Technology Modernization (GITM) office at DOS is looking to procure “Desktops and Laptops” worth $50 to $100 million through the SEWP GWAC from NASA. State is planning on procuring the equipment, with a primary NAICS code of 334111 – Electronic Computer Manufacturing, from a number of HUBZone contractors. Of the over 119 small businesses currently holding SEWP V contracts, at least 19 of those are certified as HUBZone contractors, meaning DOS will still have a wide selection within the GWAC.

GITM will also be seeking “Core Infrastructure IT Equipment,” namely switches, in a $20 million to $50 million IDIQ with a NAICS code of 334111 – Electronic Computer Manufacturing. The Multiple Award IDIQ will have a period of performance of 5 years, and will be a 100% set-aside for Women Owned Small Businesses (WOSBs).

Construction

Finally, 236220 – Commercial and Institutional Building Construction- is poised to provide a number of small business opportunities for international construction projects. DOS is planning separate design/build, improvement construction, and rehab construction awards worth between $10 million and $20 million in locations including:

  • Recife, Brazil
  • Stockholm, Sweden
  • Buenos Aires, Argentina
  • Bangui, Central African Republic
  • Sydney, Australia

All of the construction awards for the locations listed above will be made as various small business set-asides, including 8(a) competition.
