Back in November of 2018, the Veterans Affairs (VA) Department kicked off the Veteran Enterprise Contracting for Transformation and Operational Readiness (VECTOR) contract vehicle.  It’s a professional services contract for business with a ceiling of $25 billion and has a potential to last 10 years. This was after protests stymied the program for nearly a year. VA VECTOR onramp 2021Eventually, 75 service disabled, veteran-owned small businesses (SDVOSB) would be awarded in total. These awardees are separated into six primary task area groups for general management and business support services.

Springing forward to February 10, 2021, the VA has restarted the on-ramp process. SDVOSB Firms interested in securing a position on VECTOR via this on-ramp should get their questions in before February 17 and submit their bid no later than 1 p.m. Eastern on March 1. This is only an onramp for Group 1: Management, Oversight and Improvement, Group 2: Analyses, and Group 4: Outreach. No contractors are being on-ramped to Service Group 3: Training, Service Group 5: Supply Chain, and Service Group 6: Human Resources and Staffing.

Updates to the solicitation include dates, new points of contact, and an attachment: Responses to Prior Questions. Of the 75 awardees, 28 have received awards and the majority of spending has been to the top 10.

New bidders will only have a limited time to create a proposal before the due date, so those who already placed a previous bid may have an advantage as they are already mostly prepared.
