GSA Releases Draft RFP for Alliant 3 IT Contract

The General Services Administration (GSA) has just released the draft RFP for the Alliant 3 IT contract vehicle. Companies that provide information technology products and services will want to check out the 159-page document ASAP. GSA will be accepting questions and feedback on the draft until January 6, 2023.

The government has confirmed that there will be substantial subcontracting opportunities for small business, including veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small, disadvantaged business, and women-owned small business concerns. These minimums are illustrated in the chart below.

The Department of Defense Information Enterprise Architecture (DOD IEA) being followed in ALLIANT 3 prefers that vendors use open-source software in the interest of re-using solutions for other applications.

Proposals will be submitted in six sections for review, including General, Relevant Experience, Past Performance, Systems, Certifications, and Clearances, Organizational Risk Assessment, and Responsibility. Proposals over $750k ($1.5M for construction) will need to break down the total subcontracted dollars for Base and Option Period for all SB, SDB, WOSB, HUBZone, VOSB, and SDVOSB as well as note their percentage compared to total subcontracting dollars. GSA is looking for maximum practical utilization of set-aside businesses.

Other criteria include the evaluation of previous teaming arrangements, joint ventures, and partnerships, as well as previous experience with computer related NAICS 518210, 541511, 541512, 541513, and 541519. In addition, relevant experience in Emerging Technologies will be evaluated. Emerging Technologies listed in the draft include zero trust networks, quantum computing, cryptography, optimization, mobile IT, the internet of things (IoT), health information technology (HIT), extended reality (XR), edge computing, cyber security, cloud computing, big data, and artificial intelligence.

GSA will be ranking the proposals from best to last, then accept the top 60 as Preliminary Qualifying Proposals (PQP), at which point the verification of supporting documents will commence. A scoring table can be referenced on page 123 of the draft RFP.

The previous iteration, Alliant 2, began in 2018 and a total of 61 companies were awarded a seat on the vehicle. So far it has seen 465 task order awards representing more than $36 billion in estimated value. For small businesses, approximately $1.3 billion in subcontracting has been awarded. At least 100 federal agencies have utilized the contract. GSA has recently boosted the award ceiling from $50 billion to $75 billion given the high demand from agencies for IT solutions and services.
