The GSA put forth their 10th Multiple Award Schedule (MAS) Solicitation on March 31st. This refresh affects all existing GSA contracts and requires acceptance by all contract holders within 90 days. If you are not familiar with the changes, we will be covering some of the high-level information here.

There are five main overall changes:

First, there is an update to the SCP-FSS-001 instructions. This covers the permissibility of remanufactured items. Remanufactured items are now only acceptable under specific MAS SINs which is specified inGSA MAS SIN revision the SIN description. The remanufactured items must be specifically identified and should be factory rebuilt to original specifications.

Second, GSA’s latest Wage Determination index has been added to the Service Contract Labor Standards (SCLS). Contract holders should ensure that their pricing and Wage Determination numbers are updated and included in their service contract matrix.

Third is the minimum wage requirement of $15 an hour that was announced by the Biden administration last April. This only applies to contracts created following the amended clause has been added to the Solicitation.

The fourth change eliminates clause I-FSS-163, which is the option to extend the term of the contract (Evergreen) and substitutes new clause 552.238-116 which is the Option to Extend the Term of the FSS Contract.

In addition to these updates, Large Categories, their associated Subcategories, and SINs have been updated. In Large Category A, GSA is changing the description for 3 SINs regarding the remanufactured issue above. The SINS are: 339940: Office Products, 339940OS4: Office Products and Supplies, and 33940OVER: Overseas Office Products and Supplies.

In Large Category B, SINs 541513: Smart Building Systems Integration and 561210SB: Smart Building Systems Integrator are being merged. Items awarded under SIN 541513 will be changed to SIN 561210SB. In Large Category C, I, and K, the description for SINs regarding remanufactured items are also being updated.
