Air Force Awards 13 New Vendors on JADC2 IDIQ

Air Force Awards 13 New Vendors on JADC2 IDIQ

7/28/23

The U.S. Air Force has awarded new places on a $950 million contract for thirteen additional vendors. These vendors will compete to build and demonstrate Joint All Domain Command and Control (JADC2) technologies for air, land, space, sea, cyber, and electromagnetic spectrum operations. Previously 27 vendors were awarded in June 2020.

This indefinite-delivery/indefinite-quantity award is focused on developing and operating multidomain capabilities within an open architecture environment. The goal is to support the Department of Defense’s (DOD) JADC2 battlefield strategy. Under this contract vehicle, the USAF will determine the performance locations for each order, and the contract work is expected to conclude on May 28, 2025. The initiative aims to strengthen the U.S. military’s capabilities in handling complex and diverse operations across various domains.

JADC2 presents a comprehensive and unified approach to shaping the future Joint Force command-and-control capabilities. Its primary objective is to enable the warfighting capability of sensing, understanding, and taking action across all levels and stages of conflict, spanning all domains and collaborating with partners. The ultimate goal is to establish an information advantage that operates at the speed required for the current situation.

JADC2 goes beyond any single capability, platform, or system. Instead, it offers an opportunity to expedite the implementation of crucial technological advancements and doctrinal changes in the way the Joint Force executes command and control operations. By harnessing the power of increased data volumes, automation, and AI, while relying on a secure and resilient infrastructure, The IDIQ empowers the Joint Force to stay ahead of adversaries’ decision cycles and respond proactively to emerging challenges. JADC2 is structured around five Lines of Effort (LOEs) that provide direction for the Department in delivering JADC2 capabilities. These LOEs are as follows: Data Enterprise, Human Enterprise, Technology Enterprise, Integration with Nuclear C2 and C3, and Modernizing Mission Partner Information Sharing.

JADC2 has six objectives: JADC2 IDIQ Awardees

Information Sharing: Capability enhancements are planned and implemented at the enterprise level to promote comprehensive integration.

Joint Force C2 Security: Improvements in Joint Force Command and Control (C2) employ layered security features to enhance protection.

JADC2 Data Fabric: The data infrastructure of JADC2 consists of efficient, adaptable, and widely applicable common data standards and architectures.

Resilience in Electromagnetic Environments: Joint Force C2 must exhibit resilience even in challenging and contested electromagnetic conditions.

Unified Development and Implementation: The processes for development and implementation must be harmonized to deliver more effective cross-domain capability options.

Accelerated Execution: The Department’s development and implementation processes must operate at faster speeds to enable swift adaptation and implementation of JADC2 enhancements.
