On July 30, 2024, the General Services Administration (GSA) released a list of 1,383 awardees for the One Acquisition Solution for Integrated Services Plus (OASIS+) Small Business (SB) professional services contract. However, companies that were not selected have contested the GSA’s proposal evaluation process. A few of these initial bid protests against the OASIS+ contract award have been rejected, though it appears approximately ten remain unresolved.

The GSA is planning remedial measures for protests filed by Athena Technology Group, Explore Digits, Johnson Technology Systems, and SOFtact Solutions. These measures include re-evaluating these four firm’s proposals.

Six other protests are still under review by the Government Accountability Office (GAO), some of which have been filed recently enough that the GAO has not had time to formally reply.

OASIS+ encompasses six multiple-award, indefinite-delivery/indefinite-quantity (IDIQ) contracts with a five-year base period and a five-year option term, aimed at assisting federal agencies with their procurement needs for services-based solutions.

OASIS+ Small Business contracts under this set-aside are dispersed through seven different domains. Businesses can each be a part of one or multiple domains. GSA noted specifically that 87 small businesses will be a part of the in environmental services domain, 141 in facilities services, 160 in logistics services; 219 in research and development services; 241 in intelligence services; 816 in technical and engineering services, and 829 were in the largest domain, being management and advisory services.

The GSA’s Office of Professional Services and Human Capital (PSHC) is prioritizing the OASIS+ Small Business awards since the existing OASIS contract is going to expire at the end of the year. This facilitates agency employees utilizing the new contract more quickly for mission support in the next fiscal year. Open on-ramping for OASIS+ is also anticipated in the next fiscal year.
