$249M Army Contract for Architect & Engineering Services Awarded to 12

The Department of Defense announced Monday that 12 companies will compete for orders under a $249 million architect and engineering services contract awarded by the U.S. Army. The firm-fixed-price contract will run through Dec. 30, 2029, with work sites to be determined for each order. The selected companies include EAS WSP Joint Venture, HDR Environmental Operations & Construction, Leidos, Marstel-Day, Jacobs Government Services, Michael Baker International, PHE-NDN JV, Stantec GS, Stell Environmental Enterprises, Tetra Tech, Vernadero Group and WSP USA Solutions. The Army Corps of Engineers in Mobile, Alabama, will serve as the contracting activity and will determine and allocate funds as orders are placed.
In September 2024, the U.S. Army Corps of Engineers (USACE) Northwestern Division (NWD) awarded a very similar Architect-Engineering (A-E) Services Indefinite Delivery, Indefinite Quantity (IDIQ) Multiple Award Task Order Contract (MATOC). This was to provide the Army with architect and engineer services worth $249 million under NAICS 541330 – Engineering Services. The length is 5 years with two option years. The awardees are AECOM Technical Services, Arcadis, CDM Federal Programs, Jacobs Government Services and Tetra Tech.
While primarily supporting the U.S. Air Force (USAF) in modernizing the Air Force Nuclear Weapons Center’s Sentinel Systems Directorate (AFNWC/NXD) program and the Environmental Protection Agency (EPA), the contract may extend to other USACE District and Division Areas of Responsibility throughout the contiguous U.S., Alaska, Hawaii, and outlying areas.
Services are expected to include environmental advice covering wetlands determination, habitat mitigation, and hazardous material assessments; remedial investigations and feasibility studies involving site investigations, chemical sampling, and groundwater modeling; preparation of preliminary and final plans and designs for HTRW remediation; technical oversight during construction phases; project inspection and evaluation services including cost estimating and value engineering; and related services such as hazard evaluations, archaeological investigations, and community relations support.
