SeaPort NxG Adds 1,023 with Rolling Admissions II

Naval Sea Systems Command (NAVSEA) has awarded positions on the SeaPort Next Generation (SeaPort NxG) contract to 1,023 companies. This followed a competitive procurement process that received 1,106 offers during the second rolling admissions phase. The multiple-award, indefinite-delivery/indefinite-quantity (IDIQ) contract vehicle is expected to procure approximately $5 billion in professional support services annually, with awards having a four-year performance period.
The SeaPort NxG contract organizes professional support services into two comprehensive categories that encompass various functions critical to naval operations. The engineering services category comprises twelve distinct functional areas, including software engineering with its focus on development, programming, and network support capabilities. This category also covers measurement facilities work, which includes range and instrumentation support for testing and evaluation purposes. Research and development services are another crucial component, along with modeling, simulation, stimulation, and analysis support for complex systems and scenarios.
The program management services category contains eleven functional areas designed to support the administrative and operational aspects of naval programs. These services include financial management, which entails budget analysis and support, cost estimation, and financial planning. Quality assurance services include process improvement, quality control, and compliance monitoring. Professional development includes training program development, skills assessment, and educational support. Logistics support includes supply chain management, inventory control, and transportation coordination
SeaPort NxG is designed to provide the U.S. Navy with an integrated approach to contracting for professional support services. The contract vehicle emphasizes enhanced small business participation and welcomes new industry partners through rolling admissions. NAVSEA initiated Rolling Admissions II with a request for proposals in April 2024.
The rolling admissions process helps maintain a competitive contractor pool, provides opportunities for new companies to participate, supports the Navy’s goal of expanding small business participation, and allows the Navy to adapt to changing market conditions and emerging capabilities.
