Army Seeks Proposals for $6 billion Human Resources Contract, HRSS

On October 21st, US Army Contracting Command – New Jersey (ACC-NJ) released a solicitation for proposals for a new Human Resource Solutions Support (HRSS) Personnel Life-Cycle Support (PLS) contract in support of the Human Resources Solutions Project Office (HRSPO), due at 1pm on December 20, 2016. The objective of the program will be “to obtain qualified Contractors to provide support for enterprise level Human Resource (HR) Services for Department of Defense (DoD) programs and systems.” With a program ceiling exceeding $6 billion, and guaranteed small business awards, it is important for businesses to understand the background and requirements for this immense federal procurement opportunity.

A Follow-on Contract

The HRSS PLS contract is a follow-on to the Personnel Support Services (PSS) contract originally awarded for HRSPO support. With a value of $2.7 billion, the PSS contract was awarded to 16 companies for tasks including human resources support, award program management and well-being program management. Major awardees included Booz Allen Hamilton, IBM Corp., and General Dynamics. Small businesses included the Armed Services Corp.

The PLS contract will be awarded as a Multiple Award Indefinite Delivery-Indefinite Quantity (MA-IDIQ) contract under the NAICS code 541612, for Human Resources Consulting Services, with a small business size standard of $15 million. While there are no developmental work or Information Technology (IT) work requirements, the contract will include incidental IT work related to the tasks including HR-related data management and help desk support.

There are 12-16 expected awards, with at least 6 of those being small business awards, with a program ceiling of just over $6 billion. It is expected to be awarded as a 5-year base contract, with five 1-year options. Contracts will be awarded using the best value trade-off process in accordance with Federal Acquisition Regulation (FAR) Part 15. Services will be provided through:

  • Firm Fixed Price (FFP)
  • Firm Fixed Price- Level of Effort (FFP-LOE)
  • Cost Plus Fixed Fee (CPFF)
  • Time and Materials (T&M)
  • Cost-Reimbursement -No Fee (CRNF)
