RFP Released for the Army’s ACC-RSA D3I2 Domain 2 Contract

The U.S. Army Contracting Command-Redstone Arsenal (ACC-RSA) released a request for proposals (RFP) in support of the U.S. Army Space and Missile Defense Command (USASMDC) for the continuation of the current Design, Development, Demonstration, and Integration. This second iteration is named Design, Development, Demonstration, and Integration II, or D3I2.
The upcoming solicitations will consist of a full-and-open domain (D3I2 Domain 1) and a 100% small-business set-aside domain (D3I2 Domain 2). As an aside, note that D3I2 D2 combines the current D3I D2 and D3I D3 contract vehicles. The existing D3I multiple-award indefinite-delivery, indefinite-quantity (MAIDIQ) contract vehicle is designed to address recurring research and development (R&D) needs across USASMDC and other associated Department of Defense and Federal organizations. The current D3I MAIDIQ program follows an evolutionary systems architecture development approach centered around a “Concept to Combat” philosophy.
The D3I2 D2 acquisition is a MAIDIQ contract, providing USASMDC with the capability to acquire a diverse range of space, high altitude (HA), missile defense, and other relevant Warfighter solutions to meet customers’ developmental and operational needs. This follow-on contract will encompass performance requirements such as technology gap identification, design, development, modernization, fabrication, integration, modification, and testing of limited quantity production, prototypes, systems, subsystems, components, sub-components, technologies, innovations, processes, and architectures. Additionally, the requirements include the delivery, product transition, fielding, sustainment, operations, and maintenance of R&D projects, R&D systems and sub-systems, and prototypes.
D3I2 Domain 2 features a primary ordering term of five years and an additional optional ordering period of five years. The projected performance window is from Feb. 5, 2025, to Feb. 4, 2035. The Army envisions a programmatic level ceiling value of $4.62 billion, allocated between D3I2 Domain 1 (full-and-open) and Domain 2 (small business set-aside), with $2.05 billion designated for distribution among all prime contract awardees in D2.
Inquiries and feedback regarding the Request for Proposal (RFP) must be submitted by January 18. The deadline for proposal submissions is February 27.
