The Federal Emergency Management Agency (FEMA) has just recently granted Advisory and Assistance Services (A&AS) contracts under the follow-on Public Assistance – Technical Assistance Contract vehicle. Each exceeded $500 million, on an indefinite-delivery/indefinite-quantity (IDIQ) basis to four awardees. This is the fifth iteration of this contract vehicle, referred to as PA-TAC V. The objective of PA-TAC V is to gain access to qualified contractor personnel with the technical skills necessary to supplement FEMA’s Public Assistance (PA) activities in significant disasters and emergencies.

The original solicitation was released in July 2023, seeking vendors to supply contractor personnel for supporting FEMA’s public assistance activities in four geographic zones during presidentially declared disasters and emergencies. The Atlantic zone includes FEMA Regions 1 and 2, the East zone covers Regions 3 and 4, Central comprises FEMA Regions 5, 6, and 8, and the West zone encompasses Regions 7, 9, and 10.

Awardees are expected to deliver services such as site inspection, program technical assistance for the PA Community Disaster Loan program, delivery manager support, development of equipment rates, program analysis and support, field technical support, appeals, audits, and arbitration support.

The assigned Product Service Code for this service is R429, falling under the category of Support-Professional: Emergency Response/Disaster Planning/Preparedness Support, while the associated NAICS Code is 541611 for Administrative Management and General Management Consulting Services.

The successful awardees and the associated contract values are as follows:

  • CH2M Hill – CDM PA TAC Recovery Services, $570.5 million
  • Fluor, $525.6 million
  • Serco Inc., $525 million
  • NISTAC Plus joint venture, $558 million

The first three, CH2M Hill, Fluor, and Serco are incumbents on the previous iteration. To date, FEMA has allocated $1.2 billion under the PA-TAC IV contract. Per EZGovOpps data, CCPRS has received the largest portion, accounting for almost half of all obligated dollars ($596 million), followed by Fluor ($266 million) and Serco Inc. ($259 million).

FEMA received five offers for the PA-TAC V Central zone, two bids for the Atlantic zone, and three proposals each for the East and West zones.
