IRS Awards Three for $1.9B EPPIS BPA – Enterprise Program Project Integration Services

The Internal Revenue Service (IRS) has awarded positions to three companies under the Enterprise Program Project Integration Services EPPIS seven-year, $1.9 billion blanket purchase agreement (BPA). This BPA aims to provide information technology and program management support services for the Enterprise Program Management Office.

This award was the result of a full and open competition, with the IRS receiving 27 proposals in total. According to Federal Procurement Data System (FPDS), Centennial Technologies, Noblis, and Deloitte Consulting secured spots on this multiple-award BPA for Enterprise Program Project Integration Services. While Deloitte was on the previous iteration, Centennial Technologies and Noblis are newcomers to the effort. The agreement’s performance period is anticipated to extend through August 8, 2031.

Late last year, the IRS issued a request for quote (RFQ) related to the EPPIS BPA, detailing a variety of services to support the Enterprise Program Management Office, which oversees IT operations and management for various programs. The BPA covers services to assist with program technical and management strategies, organizational resources, and management controls for numerous program, project, and integration tasks.

The vendors that were awarded must have held a General Services Administration Schedule contract prior to the awarding of the BPA or any task orders.  In addition, the contractor must have had expertise in such areas as program and project planning, program/project management and administration, integration services, cyber security services, performance measurements, cost reporting, and recommended solutions based on the understanding of IRS’s information architecture, infrastructure, and organization.

The nine incumbent contractors under the IRS’s previous IT Enterprise Program Management Support Services IT-EMPSS BPA include IBM, Booz Allen Hamilton, e-Telligent, Accenture Federal Services, Paragon Technology Group, Deloitte Consulting, Leidos, Human Touch, and Chevo Consulting. This contract has a $1.1 billion ceiling over its five-year course.

Deloitte is the most notable incumbent that will continue onto the new iteration. The firm has taken in approximately ~62% of the total $308.9 million that the IRS has obligated on IT-EMPSS so far per EZGovOpps data. ETelligent and Integrated Systems are the other major incumbents, respectively receiving 22.4% and 5.4% of the total obligations to date.
