GSA Plans OASIS+ Phase II for Professional Services Expansion

The GSA issued a Sources Sought on June 17th for federal contractors to provide feedback on their plan to expand OASIS+ with a Phase II program. OASIS+ (One Acquisition Solution for Integrated Services Plus) is GSA’s comprehensive contracting vehicle designed to streamline federal agencies’ acquisition of integrated professional services.
Over the past year, GSA has conducted multiple award cycles for OASIS+ positions and has signaled its intention to continue adding companies through an ongoing rolling evaluation process for new bids. The contract vehicle operates without a spending ceiling and spans a potential 10-year performance period, structured with a five-year base term and one additional five-year option period.
OASIS+ operates across eight active domains that encompass a broad spectrum of professional services capabilities. These domains include management and advisory services, technical and engineering support, intelligence services, and research and development activities. Additionally, the contract vehicle covers logistics services, facilities management, and environmental services, with an eighth domain dedicated to enterprise solutions that is available exclusively within the unrestricted contractor pool.
GSA is planning to expand OASIS+ with five additional domains that would broaden the contract vehicle’s scope into new areas of professional services. These proposed domains include business administration services, which would encompass general administrative and operational support functions, and financial services covering accounting, budgeting, and financial management capabilities. The expansion would also add human capital services to address workforce development, talent acquisition, and personnel management needs across federal agencies. Additionally, GSA plans to incorporate marketing and public relations services to support government communication and outreach efforts, along with social services to address community programs and social welfare initiatives.
Interested parties can complete an approximately 30-minute questionnaire directly through the provided Qualtrics survey platform. While GSA will not provide individual responses, they typically release answers to broadly relevant questions that could benefit future solicitations. Responses are due by July 8.
