GSA’s $10B+ Polaris IT GWAC SB Pool Receives 102 Awardees

The General Services Administration has published a pre-award notice listing 102 companies that have secured positions on the Polaris governmentwide acquisition contract (GWAC) small business (SB) pool for IT products and services. There is no contract ceiling yet, however it is expected to have a size between $10 – 15 billion per EZGovOpps analysts and a potential 10-year time frame. It replaces GSA’s ALLIANT 2 SB contract vehicle. Initially the contract was supposed to have 100 awardees, however there was a three-way tie for the 100th position. There were a total of 569 proposals that the GSA entertained.
The Polaris GWAC SB pool is a multiple-award, indefinite-delivery, indefinite-quantity (IDIQ) contract focusing on cutting-edge IT services including artificial intelligence, quantum computing, automation, edge computing, immersive technology, and distributed ledger technology.
The contract has performance areas listed as cybersecurity, cloud services, data management, IT operations and maintenance, system design, and software development.
GSA’s journey with Polaris began in March 2022 with initial RFPs for small business and women-owned small business pools, but these were temporarily paused to review feedback about joint venture evaluations. In June 2022, GSA reissued the small business pool solicitation with revised conditions for valid experience concerning joint ventures and mentor-protege organizations.
In September 2022, the agency expanded the program by issuing RFPs for the Historically Underutilized Business Zone (HUBZone) and service-disabled veteran-owned small business (SDVOSB) pools. GSA plans to announce awardees for the women-owned small business (WOSB), HUBZone, and SDVOSB pools later on in FY2025.
Currently, GSA will only consider protests challenging the size of apparent winners and will refer these protests to the Small Business Administration (SBA) for review. Polaris functions as a complementary contract to ALLIANT 3, with ALLIANT 3 being a full-and-open competition contract vehicle. Like Polaris, Alliant 3 has no ceiling and offers a potential 10-year performance term. GSA plans to award spots to 76 companies under ALLIANT 3. Companies interested must submit their proposals by February 3.
