ProTech 2.0 Gains 21 Awardees in NOAA Fisheries Domain Contract
3/1/2024
The National Oceanic and Atmospheric Administration (NOAA) has granted positions to 21 companies in a subsequent contract for professional, technical, and scientific services within the fisheries domain. This ProTech 2.0 domain contract, competed as a total small business set-aside program, received 26 initial offers.
ProTech is a composite of indefinite-delivery/indefinite-quantity (IDIQ) contracts covering satellite, oceans, fisheries, and weather domains, with an $8 billion ceiling for the entire procurement effort. The ProTech 2.0 Fisheries Domain contract, initiated in March 2023, has a five-year base ordering period and an additional five-year option term, encompassing six task areas such as data analysis, studies, field sampling, and applied research. It falls under the NAICS code 541990, encompassing various professional, scientific, and technical services.
The primary users of the ProTech-Fisheries domain are associated with NOAA’s National Marine Service and U.S. Fisheries supported by National Marine Fisheries Service (NMFS). Their mission involves contributing to the nation’s economy through opportunities in commercial, recreational, and subsistence fishing, ensuring sustainable seafood, and maintaining a healthy ecosystem. NOAA Fisheries is responsible for ocean resource stewardship, providing services such as sustainable fisheries, safe seafood sources, protected resource recovery, and ecosystem health.
The management of fisheries is an adaptive process relying on science, innovative approaches, enforcement, and partnerships. It considers the entire ecosystem and human aspects for informed decision-making, utilizing next-gen technologies for real-time data. NOAA collaborates with Fishery Management Councils, international fisheries bodies, and councils to balance public interests in marine resource use while preserving ecosystem integrity. The agency also adheres to U.S. legislative acts governing marine resource management and plays a role in international conservation.
