In response to the emergent challenge of cyber-security, President Obama is directing his Administration to implement a $19 billion-dollar Action Plan. Obama’s Cyber security National Action Plan (CNAP) is an attempt to secure long-term strategies in order to enhance cyber-security protections and give Americans the ability to “take better control of their digital security.” CNAP requires that the GSA creates suitable procurement vehicles in coordination with DHS that will allow departments and agencies to procure in-demand cyber security services from leading commercial providers. In order to meet this requirement, the GSA is considering the creation a new SIN on IT Schedule 70 titled, “Highly Adaptive Cyber security Services (HACS).” The purpose of this new SIN would be to:

•             “Improve how the GSA offers cybersecurity services through IT Schedule 70”

•             “Increase visibility and access to cybersecurity offerings”

•             “To provide industry partners with the opportunity to differentiate their cyber security services from other IT related services”

Under CNAP DHS, GSA, and other Federal agencies “will increase the availability of government-wide shared-services for IT and cyber-security.” The goal of this effort is to remove individual agencies from the business of manning their own IT when there are more efficient and secure options available as well as to ensure that individual agencies have the necessary support to defend against advanced threats.The GSA states that HACS would be a beneficial value add for customers through the realignment of IT Schedule 70 Cyber security services to reflect changing market and customer needs. This realignment of Schedule 70 is an attempt to allow easier access to cyber security services through the consolidation of cyber services for easier access and discovery by customers. This new SIN would also allow for better cyber security services sales reporting and visibility for Schedule 70 doubly allowing a way for industry partners on Schedule 70 to more easily differentiate their cyber security services from their other IT offerings.

The GSA believes that the cyber-security services market has matured enough to for this proposed SIN to be attractive to both industry partners and government buyers. IT Schedule 70: Highly Adaptive Cyber Security Services (HACS) would intend to provide to customers with enhanced support methods for the procurement of cybersecurity services and would also allow agencies to take full advantage of cyber security services while minimizing costs. GSA has issued an RFI to gain feedback from the industry and stakeholders on this proposed SIN and to better understand how industry partners are selling cyber security services today on IT Schedule 70.
