There is a flurry of upcoming contract procurement activity at the Transportation Security Administration (TSA) under the Department of Homeland Security. The agency is set to initiate a competitive procurement process recompeting the indefinite-delivery/indefinite-quantity (IDIQ) contract that provides security screening services across commercial airports.
TSA plans to issue a request for proposals (RFP) for this multi-award contract on November 1, 2024 under the NAICS 488190 (Support Activities for Air Transportation). Contract awards are expected in the fourth quarter of fiscal year 2025. The selected vendors will be responsible for providing security screening services in alignment with all TSA guidelines, oversight, directives, training, and performance criteria.
The recompete contract should be well over $100 million in value and is slated to extend until September 14, 2035. Currently, twenty-seven companies hold positions on the existing indefinite-delivery/indefinite-quantity contract that supports TSA’s Screening Partnership Program. TSA also has plans to initiate an IDIQ contract for the acquisition and installation of Type 1 and Type 2 explosive detection systems. The agency plans to release a solicitation for this contract by March 4 under NAICS 334517 (Irradiation Apparatus Manufacturing), with the contract award expected in the fourth quarter of fiscal year 2024. This contract is also likely to exceed $100 million in value.
TSA needs equipment and installation services to support the implementation and functioning of medium-speed and reduced-size explosive detection platforms, addressing various life cycle support activities. Additionally, the agency is looking for engineering and technical services to facilitate test activities related to engineering change proposals and potential configuration management adjustments resulting from system enhancements. The incumbents are Leidos and Smiths Detection.
