Army Corps of Engineers Confirm $5B PR Power Gen Services Contract
6/9/2023
It’s expected that a $5 billion request for proposal (RFP) for power generation services will be formally issued on June 20th from the U.S. Army Corps of Engineers (USACE). The contract is a multiple-award task order contract (MATOC) for several awardees and the place of performance is Puerto Rico.
The NAICS associated with this opportunity is 221112 for Fossil Fuel Electric Power Generation and Product Service Code (PSC) is W061 – Lease or Rental of Equipment: Electric Wire and Power Distribution Requirement. Proposals are projected to be due on (or about) July 20th. The ordering period is going to be the typical 5-year length and there is no listed set-aside status. Vendors are expected to perform work under hybrid firm-fixed price (FFP) Task Orders with cost-plus fixed fee (CPFF) elements. This method is being used given the uncertainty/volatility surrounding the cost of the fuel required to power the generators.
The USACE Savannah District will assume responsibility for executing the upcoming projects. The main objective of the contract is to address the temporary emergency power needs and perform necessary repairs on generation facilities to stabilize the power system in Puerto Rico. The scope of work includes the provision and installation of land-based temporary generating units (dual fuel – LNG/diesel), temporary transformers, control cabling, and equipment installation.
Additionally, the contractor will be responsible for operating the equipment, which involves maintenance, fuel management, coordinating with PREPA and LUMA regarding operational schedules, and establishing connections with their respective equipment.
