integration to enhance the capability for reliable access to space from both the eastern (ER) and western (WR) ranges. This is being referred to as the national capability for Assured Access to Space (AATS).

Known as the Space Force Range Contract, it is an indefinite-delivery indefinite-quantity (IDIQ) contract with a base period of five years and an optional additional term of five years. There are multiple pricing arrangements on the table for use in pricing specific task orders. These include Firm-Fixed-Price, Cost Plus Award Fee, Cost-Plus-Fixed-Fee and Cost Reimbursable.

The solicitation notice, published on Thursday, highlights the Space Force’s aim to modernize its business processes, adopt new technologies, and support its commitment to digital transformation and cloud adoption. The goal is to transform the existing ranges into two spaceports that cater to space exploration, national security, and commercial users.

This is needed as the ER and WR have faced challenges due to outdated systems that demanded significant investments for their operation, maintenance, and sustainability. The range architectures have undergone slow and incremental development cycles, lacking considerations for extensibility or supportability. As a result, many systems became obsolete as soon as they were delivered. The operational processes designed for less frequent national security missions are no longer viable as the demands for launch and Test and Evaluation (T&E) support have rapidly increased.

As outlined in the performance work statement, the chosen contractor will have the responsibility of overseeing all assigned launch and test range systems, as well as non-LTRS platforms and services, which support the Space Launch Delta 30 and SLD 45 areas of responsibility. The IDIQ contract encompasses enterprise management services, routine range services, mission support services, range engineering and technical support, and other range services.
