The U.S. Agency for International Development (USAID) has granted contracts to seven companies as part of a potential five-year agreement worth up to $800 million. These contracts are intended to facilitate the provision of services to support USAID’s region-based and joint initiatives in Latin America and the Caribbean. USAID disclosed the selected contractors for the Central America Regional Support Services, CARSS, indefinite-delivery/indefinite-quantity contract via a notice released on SAM.gov.

Awardees will be responsible for providing management, workforce, transportation, provisions, equipment, facilities, and other essential services in support of task orders issued as part of the CARSS IDIQ contract.

Under this IDIQ, USAID will procure a range of services to address various key objectives. These include combating economic insecurity and promoting economic opportunities, enhancing democratic governance, advocating for human rights and a free press, reducing gender-based violence, addressing migration, bolstering resilience to climate change, ensuring food security and health, and enhancing the capacity of local partners while delivering technical and management expertise to USAID’s missions.

Per the RFP, addressing these issues is expected to ameliorate many root causes of irregular migration from Central America to the United States. While the majority of Central American irregular migrants originate from El Salvador, Guatemala, and Honduras, the flow of these populations and catalysts of migration concerns all Central American countries and Mexico, thus a wider approach is necessary.
